Geneva, 30 July 2020

The ICJHR learned that Professor Youssef Khalifa Al-Youssef is going to be brought on Wednesday, 09/16/2020 before the Abu Dhabi Federal Appeal Court of the State Security Department, within the case No. 27 of 2020 on charges of cooperating with an organization that threatens the State security and financing the international organization of the Muslim Brotherhood.
The ICJHR confirms that these accusations are baseless and untrue and are simply intended to abuse Dr. Youssef Khalifa Al-Youssef, famously known for his articles and books that criticize the corruption in the UAE and in other Arab oil countries. Some of his works include “the Gulf Cooperation Council and the Triangle of Genetics, Oil and Foreign Forces”, “the United Arab Emirates at a crossroads” and “The Crisis of the absence of social justice” which caused him criminal prosecution by Emirati judiciary and false terrorism accusations.
Dr. Youssef Khalifa Al-Youssef is a PhD holder in economics from the University of Essex in the United Kingdom; he specialized in trade and development in oil economics and worked as a visiting professor at the University of Michigan and an economics professor at the United Arab Emirates University and general supervisor of the Dar Al Salam site.
Besides, Emirati government does not provide any fair trial guarantees for those referred to the state security department in addition to the biased and partial judicial system in the country that belongs to the executive authority, as reported by the United Nations Special Rapporteur on the Independence of the Judiciary and Law Gabriela knoll during her visit to the UAE in 2014.
The ICJHR has previously criticized the federal law on combating terrorism, because of its ambiguous and broad expressions and formulation, contrary to the principle of legitimacy and accuracy in drafting laws.  In fact, the law is targeting political opponents and human rights defenders and violating their privacy and basic rights such as their right to freedom of expression, media and fair trial guarantees before an independent and impartial judiciary.
In view of the above, the ICJHR urges the UAE Government to:
1- Stop the unfair trial of Prof. Youssef Khalifa Al-Youssef and refrain from harassing and intimidating him.
2- Immediately release all prisoners of conscience and open an impartial investigation by an independent committee to investigate their exposure to torture, ill-treatment, enforced disappearance, and arbitrary detention.
3- Hold accountable the responsible for these violations and grant the victims the right to remedy, reparation and rehabilitation.
4- Review the federal law on Counter-Terrorism law and make compatible with international human rights standards
